The American Recovery and Reinvestment Act of 2009's Saving and Creating Jobs and Reforming Education fund provides "Race to the Top" competitive funds to improve statewide education quality and to drive substantial gains in student achievement Achieve (an independent, bipartisan, non-profit education reform organization based in Washington, D.C.) has created a Race to the Top Higher Education Tip Sheet.
